Welch Charged With Nighttime Burglary

Franklin Dale Welch, 27, is currently in Northern Regional Jail for nighttime burglary.

According to New Martinsville Police Department, just after 3 a.m. on Monday, July 3, NMPD responded to a burglary in progress in the Steelton area. Upon arrival, "officers located a window busted out of the basement and could hear a person yelling in the basement."

Officers went to the front of the house and spotted a male in the basement, attempting to break out another window.

NMPD reported that "Officers made entry into the residence and were able to take the suspect into custody."

Welch was taken to Wetzel County Hospital's emergency room for treatment "due to multiple lacerations from broken glass." After being medically cleared, Welch was then taken to jail and charged with nighttime burglary.

According to NMPD, nighttime burglary is punishable by imprisonment for one to 15 years "if found guilty."

NMPD reported that the residence was occupied at the time of the incident. Notably, the residents' Jack Russell dogs alerted them to the break-in.

NMPD also credited Wetzel County Sheriff's Office for its assistance in the matter.

"Deputies from Wetzel County assisted NMPD with locating and apprehending the suspect. All officers worked well together in a high stress situation and were able to diffuse the incident with no injuries to officers, occupants, or the suspect (other than lacerations obtained during the break-in)."

According to NMPD Chief Tim Cecil, Patrolman Brad Mason, Patrolman Jason Utt, WCSO Deputy Howell, and Deputy Cody Elliot all responded to the call, along with Cecil.
